Part of the Chinese strategy is to just wait us out

They will negotiate and then just wait. They know that we will have a new administration every 4 to 8 years. Chinese policy is more consistent because they pre-determine their leaders with a big emphasis on maintaining the course. Congress could help with establishing long term US policy but they are too attached to the special interest and too focused on their next election.
