You hit it exactly. Many people who hate "Congress" are pleased enough

with their own congressional rep Gerrymandering is certainly part, but name recognition and 'bringing home the bacon' feed into it as well.

I still remember a political cartoon from 15 or more years ago (couldn't find it on a google search). "Vote them all out" fever was (supposedly) big that year. It showed in panel 1 an older woman stepping into the voting booth thinking "yes, yes, vote them ALL out". Panel 2 then had the same woman pulling a lever and thinking "except mine".
