Really, it's "DC Council member from Marion Barry's old district being

a DC Council member from Marion Barry's old district." You don't run into this stuff "west of the river". (You don't even have to go all the way to west of Rock Creek Park.) Skin color doesn't make one immune to being prejudiced or ignorant. Antisemitism is a big undercurrent among AAs.
