The direction they are moving in seems very promising. But I question

How many long range tests the were planning on doing before suspending the program. They seemed to do a bunch of them a few months ago until they seemingly achieved a successful long range test. And now they are comfortable enough to start dealing.

Both sides having nukes has worked better than most things to avoid war since the end of WWII.
