To a degree, maybe. The Dems certainly pushed through the law with flaws


and warts because they felt like it was their only shot to reform healthcare and such flaws and warts could be fixed later. That said, the GOP made it impossible for them to pass a complete, rounded out law and spent the next decade trying to undermine it rather than partner with the Dems to fix the holes. That is 110% on THEM. Their petty, callous, party-over-country approach to everything since the mid 2000's is on THEM.

The Dems, OTOH, just managed to eff up with generally good intentions. They assumed that the law would be more popular than it is, and that the voting public would demand the two parties get together and fix any holes. They were wrong. One thing the Dems knock out of the park time and time again is underestimating the stupidity of the American voter and the ruthlessness of the GOP to screw them at every turn. They assumed that there would be enough adults in the GOP to work with them. Again, wrong. And so on down the line.

At its core, the ACA is not a terrible idea and certainly is workable when the government is trying to make it work instead of fail. It has worked on the state level and is essentially the same system Switzerland uses. Many of us would have preferred something a little better and more equitable than a mandate to buy private health insurance, but so it goes.

Failure is shared, but sabotage is 110% on the GOP. And sabotage is why the law is where it is today.
