There's nothing that can be done about "faithless electors" now, who ...


vote for someone other than who they were designated to vote for.

It will be very difficult for someone to challenge this since the legislators, who theoretically represent the people of the individual states, are passing a bill and then having the governor, also elected by the people of the individual states, sign it into law. The Constitution doesn't specify any requirements about how electors must vote. Right now, Maine, and possibly other states, divides their electoral vote up based on the Congressional districts and the overall winner within the state gets the two Senatorial EVs. Clinton "won" Maine 3-1; she had the most popular votes in District 2, so she got that district's electoral vote, and in the state overall, so she got the 2 senatorial EVs.
