Actually a 4 part summary in Vol 2 (starts on pg 213)


provides a more complete answer regarding obstruction charges.

First - Cannot make a binary decision on obstruction because prosecuting a sitting President could undermine Executive branch' ability to perform its function
Second - #1 might make it impossible to prosecute while President is in office it does not mean he could not be prosecuted after so it is best to perform investigation and provide evidence while it is still current
Third - Cannot provide an opinion as to guilt because the accused would typically have a right to a speedy trial. Can't have that because of #1.
Fourth/Last - If there were facts showing there was no obstruction the report would state as much since 1-3 above do not preclude clearing of guilt.

Run through that logic and what you get is...there is evidence. A lot of it. It is detailed after the summary. Prosecution may not be possible at this time and therefore it would be unfair for the report to reach a conclusion.
