I think he's getting confused because he's been told


you can't average percentages... or something like that... but he doesn't understand what people mean when they say that. You actually CAN average percentages if the weightings are all the same. You can also calculate the percent change in percentages if the total value that the % is being calc'ed off of is the same (total labor participation in this case). The total labor participation did change slightly, hence my simplifying assumption on the math yielded an answer that was slightly off. But a calculator won't help because I think he doesn't fundamentally understand what he talks about half the time (if I'm being generous).
