Why won't Trump release at least some of the military stockpile?

Doctors and nurses here are reusing single-use S-95 masks. And we'll soon run out of available ventilators - all while the military sits on a huge stockpile of both (from what I've read, I of course have no personal knowledge of those stockpiles. I do have personal knowledge of the shortage of protective gear for docs, nurses, EMTs, cops, etc).
