And then there is the question of what people will do. While some may readily flock back to bars and the like, many more may be cautious. China, where restrictions have substantially eased, may be instructive: In a Morgan Stanley survey of Chinese consumers conducted last Wednesday through Saturday, only 13% of respondents said they planned to go out for discretionary shopping and socializing in the next week.
It is possible that Wall Street economists are right and that in the third quarter the economy will have a big bounce back. We all hope so. But the risk is the jump won’t come, and the economic damage from the coronavirus crisis will be even more substantial. Elected officials and federal policy makers, in particular, need to be prepared if that happens.
