So in my opinion, there is a pretty obvious reason. That reason being
that there are higher crime rates among areas with large non-white populations, and more crimes result in more opportunities for police brutality to happen.
I’m sure there are multiple reasons why crime rates are higher among those communities, but I think the most obvious one is that due to historic racism (ie Jim Crow, slavery, etc.) there is still a lot of poverty in those communities and that’s just how the culture is within those communities. Now that there is not overt, systematic racism holding those people back, over time, you’ll see converging crime rates of all communities regardless of race.
