No it doesn’t. It’s now a completely neutral program.


Now the exact same rules apply for people using the tax advantaged scholarship at any private school, religious or not.

The state reg said you have to exclude religious schools which means the program was not neutral and it discriminated against religious schools merely because of their religious orientation.

The state does not have to have the program - but if they do, can’t exclude people from using it only because they will use it for a religious school.
