I think the criminal part applies only to tribal members

I haven't read the decision, so I could be wrong of course - but I think the winning argument was the feds and not the state have criminal jurisdiction over tribal members on tribal land. So to your point, the decision probably affects some current prisoners, but probably not thousands. But it may well affect thousands of past convictions over the last 100 years.
