The fact that people may ignore them is only half of the problem

In the example of the mall security I would argue that mall security has the authority under the law to “stop” you for certain offenses committed on mall property. I don’t understand the authority of a civilian non sworn employee of a city to “stop” anyone on a city street? In that case, the stop and the detention is itself unlawful. Not sure what the legal minds in Berkeley have or will figure out? I guess they could use un-armed but sworn personnel? But that’s not civilian traffic law enforcement, that’s just cops without guns.
