Here's my 2 cents
The article is directionally correct. Despite decades of liberal rule, there has been no attempt to desegregate Charlottesville. Rich white people live in certain neighborhoods, poor black people live in other neighborhoods, and everyone else is relegated to the suburbs. Since the city government has determined that the sanctity of the existing neighborhoods must be maintained over everything else, there has been no attempt to build additional housing to meet the increased demand. This is pretty much the exact opposite of modern urbanist trends. Unfortunately, there is no leadership in Charlottesville willing and able to move the city forward.
