Uh, that's exactly what I'm saying.

"the consent of the legislatures of the states concerned as well as of the Congress"

Of course I'm not saying it can be a unilateral decision. Would all parties consent? I don't know, but I also don't know of any reason why they shouldn't. There was certainly nothing in the brief article posted to suggest any objection other than plain old obstinance.
