because certainly neither the diplomatic side nor the IC really expected Russia to fully comply with the provisions of the agreement. And they never really needed to because HUMINT and IMINT is more than adequate to perform the function of much of the verification that was purportedly part of the agreement. This plan was mostly a PR effort so that both sides could demonstrate cooperation and provide "protection" for their citizens while showing strength in their respective militaries. The other aspect of OS was subterfuge by both sides that should have been expected by all parties to the agreement.

Lastly, I really shouldn't have used the term Russian handlers in the earlier post. Whether I like or dislike DT is irrelevant and I shouldn't make those types of disparaging remarks about our CinC. I offer my apologies.
