That is the normal succession plan. But even in the Wikipedia article
it says this happens if the "incumbent" President goes down. If Biden is never sworn in, then wouldn't that mean he isn't "incumbent"? That is what I was unclear about.
So the answer is in the 20th amendment, sections 3 and 4. It is correct that the VP-elect would assume the presidency and for the entire 4 year term. But if they both go down, then it gets interesting. The way I read it, the House chooses a President, but the Senate chooses a Vice-President.
