In addition to criminals per square mile, you also need to consider targets


Per square mile. If there’s 1 criminal and 1 target, that target has a 100% chance of being victimized. If there’s 100 criminals and 500 targets, now we’re at 20%. The same 100 criminals and 50,000 targets, now 0.2%. So per capita does matter so long as targets all have equal probability of being victimized. If you go down THAT rabbit hole, you’ve introduced way too many variables for an online message board…
