It's a negotiation based on interests
Turkey is the second most powerful military in NATO and critical strategically (more so than Finland or Sweden) so it has leverage. It seems like it gets into the post-Soviet collapse "what is NATO" conversation some, what is the balance of 'defensive military alliance' v 'political institution', and they'll negotiate it out.
