There was some sweetheart deal aspect.


When cable started, many jurisdictions gave the provider a monopoly on service. When deregulation came there was little movement by new companies into the newly opened areas other than Fios. Where I live, it's pretty much Comcast, RCN (a small company that operates in a limited number of areas), Fios, or satellite for Internet.
