My guess too, but I wouldn't completely rule out that he's doing it based

on principle (even if he's shown those can be flexible before). Maybe, just maybe, while he's claiming it's about the process, he's trying to say this is a pretty lousy bill that will do little in real impact, and that he hopes pushing it over to needing 60 votes to stifle a filibuster, may just give us something better.

In the meantime however, we are stuck with what we know is a dog, and a dying one at that.
