There's another concept that would work to make elections as competitive as


possible when you have two party elections. District lines would be drawn to minimize "wasted votes," where wasted votes are those beyond what is required to win and election. (In a two person race, it's votes beyond 50%) That seems to fall apart because everyone doesn't always vote the party they are registered with, and because of the high percentage of unaffiliated voters. One way that might be solved would be to look back to previous elections, and analyze the votes in each precinct, and assign precincts to districts in a way that minimizes wasted votes as much as possible.

Clearly, if a state votes strongly for one party election after election, this would probably have the effect of electing all representatives from one party.
