"qualified" to move here. There are several reasons why we allow people to move here legally that don't revolve around your notion of one being "skilled" (what does that mean anyways?) Asylum, refugee status, other humanitarian reasons; having relatives who are here legally and wanting to join them; marriage; etc. in addition to "employment related" -- which tends to mean you have a job that requires you to move here, not that some government body determines you are "worthy" based on your level of education (and usually qualifies you for TEMPORARY status, not permanent). A Norwegian with an education and a trade may well -- and in fact is likely to -- have a weaker case to move the United States than someone from a third world nation with one of these other factors on his or her side.

Not to mention, I'm unaware of any influx of "skilled" Norwegians who want to give up their lives in their own country which, quite frankly, other than cold weather are BETTER than ours -- to move here. Meanwhile we have high achievers from lower income countries who want to move here and pursue the American dream that our forefathers also moved here to pursue.
