I'm still in favor of just using zip codes.
Start in the NorthEast corner of any state. Take the 3 digit zip code that's in the NE corner (3 digit zip code means the first 3 of a normal 5 digit zip). Put that in the pool. Are there enough residents to be a congressional district? If not, go to the next 3 digit zip area that is CONNECTED to the first and add that. Got enough? If not, repeat.
If/when you have enough...or you have TOO much, you break it down to a 5 digit zip and add those until you have the right number of voters.
Repeat across the state.
