Generally, I'm OK with anything other than "how can we draw 1 district


that is 95% in favor of 1 party, so that the remaining districts are 60% in favor of the other"

I'm fine with almost any algorithm that doesn't have that as a goal, and keeps districts adjacent without any "let's follow interstate 40 sixty miles to the west and connect the next city". Zip codes would work fine for this. A Hokie on another board had some sort of 'bisect the state' method, where I don' remember the details, but when I DID read about it, it just followed a set of rules that didn't give a damn about how an area was likely to vote in assigning groups.
