While I'm not a fan of "arming teachers", or probably any plain clothes folks, at most what he's suggesting is you could supplement the "good guys with guns" seen in that pic if you have some highly trained individuals (e.g. retired cops, military, etc., not just an average Schmoe with a CCP) that are willing to be armed.

The ones saying he wants to "arm teachers" are just being disingenuous either because, for some odd reason they don't want a "proper security protocol" or they fear that will deter from the only thing they'll accept - a weapons ban which would not negate the need for said "proper security protocol".
