It's "possible" it might cost a further $21B ... and let's be serious: by the time it's done, it will cost far more than that.
$100B for a train connecting LA and SF... Meanwhile, according to a Google Flight search (see pic) you can fly for $50 basically every day, and the bullet train will be nowhere near as fast. Talk about solving a problem we don't have...
Further ... Let's assume bullet train tickets would be $20. You could subsidize flights @$30/ea over 3 billion times (or ~75 times per resident of the entire state).
