dime for North Koreans, that's for sure, but they should also be the biggest potential winners from a formal end to hostilities, if it's real. Really, life in SK won't change. Life in China, the US, or Japan won't change. We'll all be happier to have a lower risk of war, but day to day life won't change. Anything at all that reduces the isolation of the NK regime helps the North Korean people, in very tangible ways.

The regime relies on the mythology of the Hermit Kingdom to survive. Total ignorance of the world around them is what keeps the North Korean people buried in their misery, with no idea of what the world offers to people of more open and free societies. Watching interviews with NK defectors, it appears that curtain surrounding the Kingdom is slowly falling away anyway. Because of pirated, smuggled phones and other internet capable devices which are slowly, at very great personal risk to participating North Koreans, beginning to open the window to the rest of the world, the NK regime is really already on borrowed time. It might be decades before it all falls apart for the Kim family regime, but it is probably already inevitable.

Officially ending the war can only speed that process (which is not to say it would be a speedy process). I think the North Koreans should be the biggest winners when all is said and done.
