That's for healthcare, not retirement. And for employees that don't pay in
to or use Medicare but rather use the Federal program. Are you suggesting the USPS shouldn't have to fund that as long as that's an option for their employees? And what would you do if the USPS then defaults on making payments in the future for those employees' healthcare? (as they've done in recent years for this funding) Let them "suffer and die" as some on your side like to claim the GOP wants for the poor?
If you want to have a separate, and supposedly better, system for your employees healthcare and opt out of paying for and using Medicare, (or retirement/SS although that may no longer be an option for newer employees) you don't think it's a good idea to require that be funded rather than just laid at the feet of future taxpayers when the chit hits the fan? They also have an option to push those employees to the Medicare system and reduce that funding requirement, but that requires Congressional approval (as does anything with the USPS) and presumably Union approval.
I understand you can't resist the urge to blame the GOP, but facts do matter.
