There is no progress on that front until they begin dismantling their nucle
nuclear weapon arsenal / facilities, overseen by international observers without restriction. The next step is negotiating that framework.
It's unfortunate, but what seemed like humanitarian victories in the past only entrenched the dictatorship, and aided their nuclear program.
If the North doesn't take this opportunity, it may never come. Younger South Koreans who grew up only knowing a liberalized democracy are more hostile to the North's regime than their elders.
A good case study in how economic engagement can imprint democratic ideals, form lasting bonds, and create a more stable world. We can only hope the admin rethinks the TPP.
