That's actually an accurate description to answer "why Manafort was chosen"

He was brought in to lock down the final delegates needed in late primaries so the nomination couldn't be "stolen" at the convention.

It's not saying anything about ignoring Manafort's shady past foreign dealings or whether proper vetting was done.
