We should only be allies with other countries of a similar population

Montenegro is full of Serbs. Aggressive Serbs, as we all know, assassinated Archduke Ferdinand and THAT led directly to World War I. Clearly they cannot be trusted.

More seriously, Russian agents were indicted in Montenegro in 2017 for their participation in a failed coup the previous year. There's a significant Russian political presence in the country, and there was lots of internal resistance to joining NATO.

*cough* Crimea *cough*
