O's term ended on 1/20/17 - 310 days. I mark his term from 1/20/13 to 1/20/17 - 1461 days. So that's 21.2183% of the term - let me know if you need me to take that out further given your obsession with precision.
21.2183% instead of my quick estimate of 1 out of 4 years - ok, excellent nit pik on your part. But it doesn't change my point about the "sleaze" of repubs, in HO's vernacular, in shirking their Constitutional responsibilities.
