I can't say that I have a comprehensive tax plan, but


I would like to see the top marginal rates be a bit higher, certainly rolling back the most recent cuts for that income level and maybe adding a bit or 2 to them.

Then I presume that dividends are subject to income tax, so that would be covered.

As for capital gains, I DO think having capital gains be a lower rate than income tax makes sense, BUT I would redefine what is defined as being subject to the lower rate. The reasoning for lower taxes on capital gains is to encourage people to invest in new companies, new technologies that help grow the economy. I can agree with that.

But if I buy 100 shares of Disney, or Apple, or some other established company at the bottom of this bear(ish) market, and make 70% on it 5 years from now when I sell it....how did that foster innovation? I bought shares from someone who bought shares from someone who bought shares from (repeat 50 times...) who bought the IPO. I didn't provide Disney or Apple with any money. So any gains made would be 'income'.

As opposed to if you're an investor in a startup, then when you cash out of that, you can get the lower cap gains rate.
