Not for 2016 and since. That was shot down by the courts. But yes, they used to. None of the articles I scanned really addressed when these folks that shouldn't have been on the voter rolls allegedly voted.
Have sensible photo ID requirements combined with sensible ways to ensure those on rolls are actually eligible to vote, smack down any blatant efforts to target groups of voters a la NC tried, and the vast majority of problems should be solved. And if you're going to have vote by mail or expanded absentee voting, then there should be reasonable thresholds required to ensure those voters are actually hoo they claim to be and eligible to vote. This shouldn't be a difficult problem to solve.
