Often in negotiations each party will start with opening bids well removed from where they are willing to end up. That's part of the way the game works. Ask Donnie, he'll tell you. So we shouldn't take either Donnie's $5B or Pelosi's $0 particularly seriously.

It's remarkable that the one who began the negotiation actually LOST ground from the preceding position, however. I bet Donnie walks into a car dealership with all kinds of crazy internet prices scratched down on a notepad in his pocket, then comes out having paid full MSRP, used dealer financing, and bought the undercoating.
