This is about appropriating money

Congress controls the purse. That's a constitutional mandate. Obama signing an executive order to protect DACA kids has nothing to do with appropriations. His national emergencies did not involve an end around with Congressional budget allocations.

Yes, Obama used Executive Orders to go around congress on occasion (many occasions). And yes, a discussion about executive authority limits should take place. But that's why Trump has the ability to easily undo a lot of Obama's Executive Orders.

But what Trump is doing here is different. Re-allocating funds is not something he is allowed to do. The Constitution is clear on that.
