Conspiracy (legal definition):
An agreement between two or more people to commit an illegal act, along with an intent to achieve the agreement's goal. Most U.S. jurisdictions also require an overt act toward furthering the agreement. An overt act is a statutory requirement, not a constitutional one.

So in legal terms it is entirely possible that parties can "cooperate" or "collude" without there being a conspiracy. The two key factors in there being a conspiracy are (1) an agreement and (2) an illegal act. While there clearly were a number of illegal acts that took place, it does not appear that Mueller's team was ever able to uncover any sort of agreement between Trump, his campaign and the Russians to secure the Presidency for him. There certainly is plenty of evidence that there was cooperation (not necessarily coordination) between between the parties, e.g. sharing of polling data, request to find Hillary's e-mails, etc.
