The purpose of the census as layed out in the Constitution is to count

all residents of the US, not just those who are citizens. It is not a law enforcement tool of any sort. It's purpose is to accurately count. All residents.

Getting proof of citizenship of an employee is neither mandated nor forbidden by the Constitution. It has an entirely different purpose.

Another fine example of checks and balances thwarting the populist nationalists. Couldn't happen to a nicer bunch.
