Assuming the deal even necessarily applies in that instance, which it very

well may not, I don't think the deal changes Israel's calculation as to whether or not it makes sense for them to launch a pre-emptive strike. I think they only do that if they feel like Iran is super close to a bomb, and one could very reasonably argue that:

1. A nuclear armed Iran is an existential threat to Israel. Iran is a theocracy, and if you've been paying any attention to that part of the world for the past few decades, religion doesn't always make rational actors.

2. We caused that by canceling the nuclear deal, so we "owe" this to Israel.
