The House's rules do not mandate a vote for lawmakers to conduct an impeachment investigation, but a vote could give Republicans more power in the Democratic-led inquiry. It's the same gray area Mitch McConnell operates. He doesn't put votes to the Senate floor as well. He did that with Merrick Garland.
With Clinton impeachment precedent, I doubt the courts will rule in favor of the White House. Trump can try. It started out with an inquiry before getting to a vote.
There's no breaking the law as you suggest. The Democrats doing the same thing Mitch McConnell does. That's why you shouldn't screw around with the process. The bad precedent set will come back to bite you.
That's why I keep saying, "don't do stupid shit" and cry about it if it comes back to bite you.
