That, yes I agree


I was thinking more of Volker not wanting them to investigate the prior Ukraine administration. I can see an argument that in general it's bad practice for new administrations to try and jail past political rivals. Volker could have been getting signals from Trump's camp, but also it could just be general US policy to discourage those actions.
