There never would have been a Mueller investigation, and if he had the balls (and clear conscience, which might have been the problem) to just let the FBI probe go on as a counterintelligence query, he would never have been under that cloud (unless he did something else, you know, like try to extort campaign aid from a foreign govt). The Mueller report was his creation, and while it was digging up a mountain of evidence of intersection between the Trump campaign and Russia, he was busily obstructing. And you're right - I will constantly cite the Trump Tower meeting, because that is the one that rose to the level of a crime according to the report, except for one thing - intent, which could not be proven.

So, you know, the opposite of a hoax as that word is defined in English. It was an investigation packed with detail about the need to investigate, first, the Russians and their efforts to help Trump, and next, Trump's potential contacts, because, you know, he cheered Putin on during the campaign, and then fired Comey to protect himself. He admitted that in a televised interview.
