I'm sure that law enforcement often has negative opinions
of people they investigate.
At a minimum, I assume that members of law enforcement frequently are disgusted by the rapists and murderers and child molesters they investigate, and they probably even talk with their colleagues about how bad they think those criminals are and how they can't wait to put them in jail.
What we expect out of law enforcement, however, is that they are able to not let those biases affect the outcomes of their investigations. In the case of the already-released IG report on how the FBI conducted the Clinton e-mail server investigation, Horowitz "did not find evidence to connect the political views expressed in these [text] messages to the specific investigative decisions that we reviewed." So, bias did not affect the outcome of that investigation. We'll know soon enough how the IG concluded on potential bias in the Russia investigation.
I assume you would insist that only Clinton voters could be allowed on the team investigating Clinton's e-mails (or the Clinton Foundation, or whatever else you want her investigated for). Any FBI agents who voted for Trump or ever said something bad about Clinton would be disqualified from investigating her, right?
