How many people need to be criminally indicted for it to be legitimate

It was over 40 that Mueller indicted. Manafort is in jail. Flynn is going to jail. Gates pled guilty. Cohen is in jail. Don Jr. wasn't indicted because he was too dumb. They contacts with Russia were immense and Russia was illegally influencing our election and hacking the DNC. Mueller says it's a great threat to our democracy. Horowitz said it was a valid investigation. If you don't believe the investigation had merit, you are willfully ignoring the facts that have been borne out by multiple independent investigations.
Fun fact, both the Mueller investigation and the Horowitz investigation were started by Trump appointees (Rosenstein and Sessions).
