That's my take as well. His first statement of "no casualties" close to
the incident could simply be explained as a lack of data, or not realizing that the concussions were considered more than "got your bell rung." It's easy to excuse him for that.
But then a few days later, yeah, he's just not willing to admit that he was wrong before, when he could just say "Yeah, sorry about that. I got some incomplete information before coming out for that briefing".
