Wrong again RickQ, but that would be a start. You can cut across the board


for me, straight hair cut for all if you must to get it passed. And even take a heftier cut at defense (even though I think defending the country and its people is job #1 for Fed Govco). Then address entitlements. You could cut there too, but I think that actually needs to be fixed more on the revenue side to be more practical, possibly even rolled into general funding via income taxes rather than separately via payroll taxes. After that, if we're still short (and that's very possible), we can work on the revenue side of the income tax scale.
