Most of that list is entirely appropriate.
The Smithsonian Institution, for example, $7,500,000, "to remain available until September 30, 2021, to respond to the coronavirus, including funding for deep cleaning, security, information technology, and staff overtime." Think of the network of their museums. You can't just lock the doors, turn off the HVAC, and walk away. The NEH, NEA, and IMS funds are for grants to nonprofit organizations that have taken a hit to earned income. USPS? Of course.
Anyway these kinds of stories are a distraction from the bigger bucks going elsewhere.
