Facebook started mandatory remote work and recommended their employees to self quarantine in February. With the tech companies leading, SF took strong steps early in the epidemic life cycle.
Meanwhile, the leader of the country was saying it was a hoax and he was continuing to shake hands; after all, this was only another flu and it was under control.

Notice the difference in SF and in the US today. It is clear what decision was the right one.
